Insightful, as usual. A couple of fillips on your take...
Often amongst the climber types in an organization, you will see alliances made. Most often these will be across departments to reduce the possibility of competition, and they serve to artificially inflate an employee's credibility. For example... John, an operations manager, in a talk with his boss, will talk up his 'ally' - "You know Rick in HR? He's the best in the whole company! He just gets stuff done! We need more go-getters like him!"
And Rick in HR returns the favor for John. I've seen this personally and it can work very effectively.
I am morally CERTAIN that this happens in the Republican ranks, because what matters to them is all internal - how they are seen by the "establishment". So if Mr. Boehner hears a fellow-traveller talking up a rookie congressman, that congressman will be in line for better committee seats. Thus congressmen of the establishment 'link arms' and keep the 'rebels' down. These rebels like Ted Cruz need to take over the speaker's chair and blow the whole system up.

P.S. Wagoner was bad, yes - but not all bad. After 9/11, when the country was poised for a serious economic downturn, he introduced GM employee pricing for everyone for one year. The other domestic automakers followed suit and it spurred economic results. It cost GM money, but it arguably helped the country. He still stunk as a CEO, though.
